They had not recieved the baptism of the Holy Spirit because they hadn't believed in the right thing yet! The text tells us that they had believed in repentance, not the blood of Christ.They hadn't yet put their faith in the death, burial and resurrection of the Lord Jesus. You have to be extremely careful getting doctrine from a narative. Go to Paul's epistles for that. The baptism of the Holy Spirit is done by Jesus, at true conversion, when He circumcises the heart.

Slight correction on the verse quoted at Minute Mark 1:04: Jhn 3:3 - Jesus answered and said unto him, Verily, verily, I say unto thee, Except a man be born again, he cannot see the kingdom of God. Jhn 3:5 - Jesus answered, Verily, verily, I say unto thee, Except a man be born of water and of the Spirit, he cannot enter into the kingdom of God. There's a marked difference between seeing and entering. The kingdom of God is heavenly Mt. Zion and New Jerusalem, which represents the perfected Bride of Christ. Whereas, the born-again experience grants us entrance into the general kingdom of heaven (i.e., New Earth and New Heaven). The first soul to have entered into the kingdom of heaven through this New Testament born-again experience was the penitent thief, as he died subsequent to Christ's perfect sacrifice on the cross. Hence, he that is least in the kingdom of heaven is greater than John the Baptist (the greatest from the Old Testament).

The word is clear that we receive the Holy Spirit when we are truly born again hence that's what becomes born again, our " dead" spirits become alive by the Holy Spirit. The men in Acts who did not receive the Holy Spirit obviously did not hear the gospel in totality, only John's repentance message. The word also says that if you don't have the Spirit of God, you aren't God's child. Evidence is the indwelling Spirit of God in one's life...
