In Japan this is a huge problem and a huge part of it is the influence of toxic missionaries. The other part of it is narcissistic and legalistic pastors taking advantage of a culture that respects “sensei”.
A few years ago my church forbade members from attending a popular retreat hosted by another local church (both very small). I attended in order to fellowship with friends and got reprimanded by pastors from both churches. I appealed to the foreign missionaries and got clubbed then blackballed from the churches.
I then joined a new church that’s had only 1 new baptism in the last 15 years and I can see why. There’s one “sensei” pastor who has universal respect and authority and can never be questioned. He himself has no fellowship with anyone “equal” to him but instead every conversation is a “teaching moment” for whoever listens to him. Any opinion or view that differs, even if based in scriptural truth or understanding of the root Aramaic or Greek, gets shut down. Any disagreement with the pastor get looked down on because it’s seen as breaking harmony of the believers, but if you question people individually they will admit they disagree with the pastor “sensei”.
We need a revival and the pastor “sensei” are generally doing what they can to shut it down.

I have never heard that Joel 1-3 teaches that there is to be one church in a town or city with a plurality of leaders in unity and I have never heard Brother Prince say this in any other teaching or preaching.
I have listened to D Prince for 40 years.
The enormous task of correcting the current structure and conforming to this "biblical mandate" is simply overwhelming to consider.
I am a pastor, how do you have unity with leaders ( now of other churches) who believe that we should recognize and celebrate what both the new and old testament declares to be evil and a sin as defined by God? If the correct biblical command is one church with many meeting locations then we would never have unity of leaders and if we are to meet at one location we would never have plurality of leadership (or leaders that would be recognized from small churches or who had not gone to seminary or bible college because they would never have the "votes" to even be considered a possible leader)
No, I have to disagree with this very godly man of God on this.
Can our Lord correct our errors... and that's a silly question!

I can say with candor: after I graduated from seminary and before I was voted in as pastor of the first church i was called to, I preached in several small churches (preachers call this pulpit supply) and I believe that all but two of all of those churches should shut their doors! Why, you may ask?
Because they have stopped being a church and become a something else. (Some had become mosoleums to the memory of a beloved member or pastor and some had become a weekly family reunion being a family chapel run and operated only by those who were kin of the ones who wrote the checks).
